The days of films going straight to OTT without a censor certificate could soon be over. Following the controversy surrounding Diljit Dosanjh’s Satluj, the Ministry of Information and Broadcasting is reportedly planning major changes to the Information Technology (IT) Rules, 2021. If implemented, every film released on streaming platforms may first need approval from the Central Board of Film Certification (CBFC).

Why Is This Happening?

The proposed move comes after Satluj was removed from OTT shortly after its release, sparking a nationwide debate over content regulation and censorship. According to reports, the government believes the current IT Rules are insufficient for regulating films released exclusively on streaming platforms. The new framework would close that gap by bringing OTT movie releases under the CBFC’s certification process.

What Could Change?

If the amendments are approved:

  • OTT films may need a CBFC certificate before release.
  • Streaming platforms could face stricter compliance requirements.
  • The distinction between theatrical and direct-to-digital releases may become much smaller from a regulatory standpoint.

The Film Industry Is Watching Closely

The proposal has already become one of the biggest talking points in the entertainment industry. Supporters argue that a single certification system creates consistency across all film releases, while critics worry it could lead to increased censorship and affect creative freedom for filmmakers choosing the OTT route. The government has not yet formally announced the amendments, but sources say the changes are under active consideration.
